DEVOLUTION OF FUNCTION, FUNCTIONARIES :


The Eleventh Schedule of the Constitution of India and as per Provision of Assam Panchayat Act. 1994 the Devolution of Functions , Functionaries and fund to Panchayat Raj Institutions. Accordingly, District panchayat,Dibrugarh has got the following subjects with control of district level and stuff.

CONSTITUTION OF DIFFERENT COMMITTEE AND ITS ROLE AND WORKING :


Zilla Parishad, Dibrugarh consisting of 23 Nos. of ZP constituencies was established in the year 2002 after dissolution of two tier Panchayati Raj system with a primary objective of socio economic development of rural areas and upgradation of   socially and economically backward and unprivileged classes of the society.

The Finance of the Zila Parishad farming of budgets, scrutinizing prop proposals for increase of revenue, examination of receipt of expenditure, consideration of proposal effecting the finance of the Zila Parishad and general supervision of the revenue and expenditure of the Zila Parishad.

Promotion of educational, economic, social, cultural and other interests of the Scheduled Castes and Scheduled Tribes and Backward Classes, Protecting them from social injustice and all others froms of exploitation , Amelioration of the difficulties of the Scheduled Caste and Schedules Tribes, women and other weaker section of the society

ORGANIC LINKAGE BETWEEN THREE TIERS OF PANCHAYAT :


As Per the 73rd amendment of the constitution, the Panchayat Raj Act 1994 was passed in Assam,The three tier local bodies are having its own administrative responsibilities and mandatory functions. One of the major drawbacks is the urban areas are not under the coverage of district Panchayat. But the District Panchayat has the pivotal role in Co-Ordination other local bodies in the spheres of planned development with District level Perspective. Accordingly the Block Panchaysts gives due consideration to the recommendations of the lower tier i.e. the Gaon Panchayat, and the District Panchayt gives specific attention to the recommendations of the Block Panchayats.

ROLE OF DISTRICT PLANNING COMMITTEE :


The District Planning Committee is the constitutional body at the District level. DPC is constituted as per provision of Sec. 3 of the Assam Panchayat Act. 1994. Accordingly, DPC of Dibrugarh District is constituted with 43 nos. Of members comprised PRIs. ULBs, MPS & MLAs. Thus DZP is a transparent, responsive effective administration and and develpmment approach. The Significant function of the DPC is to integrate the Plans of the urban and rural local bodies at the District level. Under Decentralized Planning Programmes, all development projects and plan documents of the local bodies in the District have to approved by the DPC. The DPC is also empowered to issue necessary guidelines to the local bodies in the matter of plan formulation and implementation, based on the basic guidelines issued by Govt. The President of Zila Parishad is the Ex - Officio Chairman of the DPC and the Chief Executive Officer of Zila Parisad is the Ex-Officio Secretary of the DPC. The Deputy Commissioner is the permanent invitee of the committee as the Ex-Officio member and all District level officers of the line Departments are the special invitee.

As per of strengthening the PRIs financially, thee 3rd Assam State Finance Commission recommended to award General Purpose Grant and Maintenance Grant to local Bodies...

MAINTENANCE GRANT :


Maintenance Grant is allotted to the local bodies for the maintenance and upkeeping of their assists including roads, building etc. This grant can also be used for upkeeping of assets of transferred institutions....

OWN REVENUE RECEIPTS :


District Panchayat gets revenue from Hats, Ghats, Ferry, Fishery, Commercial Hub etc. District Panchayat,Dibrugarh collects an average annual own receipt of Rs. 43.16 Lakhs under this head.

ESTABLISHMENT CHARGES :


Establishment Charges of the District Panchayat comprises of honorarium, sitting fee and TA of members, Salary allowance ant TA of President and Staff, repair & fuel charges of Official vehicles Telephone, postage, electricity, advertisement, printing and stationery, refreshment expenses, subscription to news paper, repairs and renewals of office equipments etc.....

The duties and services of the District for overall comprehensive development of the District. District Panchayat formulates and implements projects on Agriculture, Animal Husbandry, Diary, Minor Irrigation, Fisheries, Small Scale Industries, housing, Water Supply, Electricity & Power, Education, Public Works, Public Health & Sanitation, Social Welfare, Poverty Alleviation, SC-ST Development Sports, Education, Entertainment & Culture, Co-Operation.

The idea of Decentralized planning was conceptualized following the limitation of conventional centralized planning. Since the inception of DDP through there wire lot of schemes and project for the well-being of the people, they have not served the desired dividend, That is, the scheme and projects so formulates have not yielded a mark able performance for the up liftmen of the people at the lowest strata of the society...

Verifying where the institution is running as per the vision of PRIs and guidelines issued by the Govt. To comment whether various committees are being conducted properly, the quality of service rendered. Whether there is any staff shortage etc.

Performance Audit System must be vibrant as the very existence of LSGIs depends on the proper auditing and inspecting of their activities by performance audit wing...
